Any user with the Edit Content privilege can assign tags and keywords to assets.
This include:
- all administrators
- All editors, if the Edit Content permission is set for editors.
To set the rights of contributors, go to Settings > Users & Groups > Rights > Contributor (see Customize Role Privileges).
